This article focuses on the Governments social welfare reforms that relates to benefit caps and activation demands relevant for children’s rights to social security and adequate standard of living. The aim is to study the Govern-ments basis for reform policy departing from Daly’s social policy typology (2020). The basis for the reformed policies emphasizes two basic motiva-tions: Rights for benefit households and fairness in relation to working tax-payers. The welfare reforms mark a shift from child and need oriented policy towards ”adult-behaviour-oriented” policies where children’s independent rights are increasingly conditioned and contingent on the behaviour of adults in their household and labour market policies. Increased demands and san-ctions are constructed as being in the best interest of the child based on assumptions that the reform increase parents labour market participation.
