Restructuring the social care services for older persons – reformulating social citizenship in relation to the LOV
The aim of this pilot project is to investigate into the change of eldercare with a point of departure taken in the local implementation of LOV (lagen om valfrihetssystem), in force from 2009.
Research questions are:
- How do involved actors look upon the demands for and actual changes following LOV?
- How are advocated benefits of LOV contrasted with local norms and values of other kind regarding the care given?
Theories regarding organisational change i.e. an elaborated version of neo-institutional theory and concepts connected social citizenship and its relation to the organisation welfare policy will be used.
Method: a multiple case study design will be used, including six municipalities that in earlier studies have demonstrated different attitudes and approaches to demands for change. In relation to LOV we therefore have reason to expect that local understanding and actual implementation of the law may differ also this time.
